Rule 111
Procedure for consulting the Public Service Commission
Before ordering a departmental punishment to a civil servant, the officer authorized to order a punishment in accordance with Section 68 of the Act shall send a written request to the Public Service Commission for consultation, after evaluating the explanations, clarifications, and evidence presented in the matter, and evaluating the departmental punishment sought to be decided on that basis. The punishment should also be proposed and sent through the secretary of the relevant ministry, secretariat or commission with all relevant documents attached.

(1) In the case of gazetted posts, in order to be promoted in civil service, group or sub-group vacant posts by performance evaluation and seniority and performance evaluation, employees with the minimum service period and educational qualification as per section 21 of the relevant service, group or sub-group under the relevant service, group or sub-group in the case of gazetted posts.
